Is adding an elevator switch without an elevator a good idea if you want to just do levels without an elevator and just want to use something to signal the end of the level? Doom did this.

You can, although if you're going to do so I'd recommend changing the texture for the switch so it fits with the fact it's no longer an elevator. An even better idea, however, is probably following one of the tutorials for adding an item that ends the level when you run into it.

EDIT: Another idea is to create a kind of "airlock" system; Wolfendoom made good use of these, in particular the transition between E2M2 and E2M3 is a good implementation if you want to not have elevators but still have something that makes sense with the switch texture.
