Please explain the Byzantine 2-headed eagle

A day or 2 ago, I saw on somebody's Wolfenstein mod web page a picture of what I call the Byzantine 2-headed eagle or hawk. I had forgotten to bookmark the page. It reminds me of The Kosovo 2-headed bird if you scroll down to Communist Yugoslavia at https://en.wikipedia.org/wiki/Kosovo . In 1999, I sometimes saw it on the news when America was liberating Kosovo. I live in Indiana and somebody in Indiana seems to have a coat of arms with the 2-headed bird. I watched "Antiques Roadshow" or "Pawn Stars" and somebody had jewelry with the 2-headed bird. I don't think that this emblem is as famous in America.

I can't put the emblem in the correct foreign words or terminology because I don't know better. Does anybody know the who, what, where, when, why, and how of the 2-headed bird emblem? What is the significance?

Two-headed eagles are used in hieraldry since Ancient times, usually signifying brotherhood, partnership and such.
In heraldry and vexillology, the double-headed eagle is a charge associated with the concept of Empire.
Prominent examples are the flags of Russia, Austria-Hungarian Empire.
I have a double-headed eagle tattoo myself.
