There are a lot of great sets out there filled with "good" maps. However, the sets I would consider true masterpieces are relatively few. I am thinking of sets like Totengraeber, Assassinate Hitler, and Schabbs 2000 from my day. There are definitely more, but those are the ones that immediately come to mind as having had the most impression on me back in the day. These are sets that actually managed to recreate that awe we all got when playing Wolfenstein 3D for the first time way back when. Even my own best set, The Road to Neuschwanstein, I would consider a good, solid mapset but it isn't a masterpiece like the aforementioned sets are. True masterpieces have something more.

In your opinion, what do you think makes a good mapset a masterpiece?

I'd say a masterpiece of a map is one with memorable experiences in each and every room ... whether or not those rooms have any enemies in them. The strategy in the map should "feel" right in every spot without fail, and no rooms should seem out-of-place anywhere.

That's all the details I can think of.

To add to what Tricob's said, for me, the map doesn't necessarily have to be complex, or even well decorated, it just has to be memorable and it has to flow well. Funnily enough there are very few iD-made maps that satisfy these criteria for me; from what little I played back in the day AReyeP-made maps tend to do this quite a lot.
